§ Mr. NewtonThe Government intend to publish before the end of the year a consultation document inviting views about those issues on which the Warnock committee thought legislation was necessary or desirable, many of which have not yet been the subject of public debate in the same way as the Report's proposals concerning embryo research. The Government's aim is to bring forward legislation in the next Parliament, which will include alternative draft clauses on embryo research so that the House would have a clear opportunity to resolve this matter on a free vote.
