asked Her Majesty's Government:

Whether local authorities establishing public airport companies under the provisions of the Airports Act 1986 will be able to provide services for those companies in a similar way to that which the BAA has stated in its restructuring proposals that its corporate office and group services division will provide services for its subsidiary airport companies.

Under Section 24 of the Airports Act 1986, local authorities will be able to provide certain services to public airport companies, on condition that proper commercial charges are made for the services. BAA plc, too, like any other company, subject to its Memorandum and Articles of Association, will be free to provide services to its subsidiaries. BAA plc intends to charge its subsidiary airport companies for group services on a commercial basis.
