Whether it is the case that the mandate for the recent Stockholm Conference on Disarmament in Europe defined, as stated in a written answer of Thursday 6th November (col. 1247), the area of application for the confidence and security building measures agreed at the conference as being "the whole of Europe as well as the adjoining sea area and air space", but also carried a footnote to the words "sea area" as follows:
"In this context the notion of adjoining sea area is understood to refer also to ocean areas adjoining Europe".
