§ Mrs. ChalkerIn their declaration of 27 January 1986, the Foreign Ministers of the Twelve agreed not to export arms or other military equipment to countries which are clearly implicated in supporting terrorism. On 14 April the Foreign Ministers made it clear that no arms or military equipment would be exported to Libya. On 10 November they agreed to apply the same restrictions to Syria. The Twelve have not sought to impose any ban on trade with Libya or Syria in non-military equipment.
