§ Mr. Kenneth ClarkeI regret that the Highfields task force still does not have the full co-operation of either Leicester city council or Leicestershire county council. I hope that the city council will respond positively to recent proposals that it has received from the task force so that we can make better progress in Highfields. I would find it extraordinary if, for political reasons, either local authority persisted in seeking to frustrate Government efforts to improve the quality of life and job prospects of Highfields residents.
