§ Mr. TrippierInternational comparisons of adult training expenditures cannot be made with precision. However, it is clear that all our major industrial competitors put a major emphasis both on continuing and on initial training, and believe that their economic success would have been impossible without a strongly sustained vocational education and training effort.
