§ Mr. Clayasked the Secretary of State for the Environment when he intends to implement the regulations covered by European Community directive 84/631/EEC of 6 December 1984 concerning the supervision and control within European countries of the trans-frontier shipment of hazardous waste; and if he will make a statement.
§ Mr. WaldegraveI am unable to lay the regulations required to implement the directive until amendments to the consignment notes used in this system of control have been agreed in Brussels. These amendments are necessary to make the consignment notes consistent with new procedures adopted in directive 86/279/EEC. There are also a number of technical difficulties still to be resolved.
