Dr. Godman

asked the Secretary of State for Foreign and Commonwealth Affairs what advice Her Majesty's Government have offered to the Falkland Islands Government concerning policy on and the mechanics of (i) the inspection and (ii) the boarding of fishing vessels operating or fishing inside the fisheries conservation zone; and if he will make a statement.

Mr. Eggar

Ministry of Agriculture, Fisheries and Food officials have visited the Falklands to advise on the establishment of the new interim conservation and management regime, and experienced officers of the Ministry's sea fisheries inspectorate will conduct normal at-sea enforcement procedures.

Mr. McCrindle

asked the Secretary of State for Foreign and Commonwealth Affairs what discussions Her Majesty's Government have had with representatives of the Spanish Government about vessels fishing within the 150-mile Falklands conservation zone; and if he will make a statement.

Mr. Eggar

Her Majesty's ambassador in Madrid is in touch with the Spanish Ministry of Foreign Affairs about the Falkland Islands interim conservation and management zone.

asked the Secretary of State for Foreign and Commonwealth Affairs (1) whether, during the course of discussions with the Soviet Union over the last six months on the subject of the South Atlantic fisheries, the Soviet Union objected to the imposition of the Falkland Islands interim conservation and management zone;

(2) whether he has received any response from the Soviet Government or its representatives in London on the question of Her Majesty's Government's establishment of the Falkland Islands interim conservation and management zone:

(3) whether he expects any difficulties with the Soviet Union or other East European countries to arise following upon his decision to establish the Falkland Islands interim conservation and management zone.
