asked the Secretary of State for Scotland if he will publish a table showing total expenditure within his budget as a percentage of total Government expenditure in each of the last 10 years.

The figures showing expenditure on the Scotland programme as a percentage of total United Kingdom public expenditure in the years 1976–77 to 1985–86 are given in the table. They do not include the substantial amount of public expenditure incurred in Scotland by Departments other than my own. For example, over the same period, the share of total United Kingdom public expenditure on defence and social security rose from 36.4 per cent. to 42.7 per cent. Scotland has received its fair share of that additional expenditure reflected in these figures.
