asked the Secretary of State for Trade and Industry what assessment he has made of the effect of British Telecom's procurement decisions in relation to system X on the level of utilisation of the United Kingdom's telecommunications production capacity.

British Telecom's procurement and the manufacturing capacity necessary to meet its orders are commercial matters for the companies concerned. However, the Director General of Telecommunications, in his report of 23 July 1985 about British Telecom's procurement of digital exchanges, did assess carefully the impact on manufacturers of system X in reaching his view that British Telecom's decision to purchase a second range of digital exchanges was acceptable.
