asked the Secretary of State for Social Services whether any changes will be made to his Department's cash limits or running costs limits for 1986–87.

Subject to parliamentary approval of the necessary Supplementary Estimate, the Department of Health and Social Security running cost limit will be increased by £4,200,000 from £1,815,840,000 to £1,820,040,000, and the cash limit on class XV, Vote 5 will be increased by £2,680,000 from £1,171,188,000 — as announced by my right hon. Friend the Chief Secretary to the Treasury on 22 July at columns 143–46 — to £1,173,868,000.

Of the increase in running costs, £4 million represents an increase in the agency payment to the Department of Employment to cover the increased expenditure by the unemployment benefit service reported by my right hon. and learned Friend the Paymaster General on 28 October at column 81. The remainder represents additional costs to DHSS resulting from Jobstart, one of the employment measures announced by my right hon. Friend the Chancellor of the Exchequer in his Budget statement.

The relevant proportion of these increases will be recovered from the National Insurance Fund; the resulting offset is reflected in the cash limit change.
