Mr. Irving

asked the Secretary of State for the Environment (1) what steps will be taken during the proposed reorganisation of the Property Services Agency to ensure that there is no degradation in the level of service given to clients;

(2) what specific steps will be taken to ensure that the level of service given by the Property Services Agency to Government communications headquarters, Cheltenham, and United States Air Force at Fairford will be maintained if staff are relocated to Bristol; and what extra costs are estimated to be involved in maintaining this level of service in those circumstances.

I believe the reorganisation of PSA by shortening the chain of command will improve the service it gives to clients. At both Fairford and GCHQ the district works offices will be strengthened and will be directly responsible to the regional HQ at Bristol. There will be no significant change in the numbers and level of professional and technical staff available but they will be better organised. We have the support of our clients for these changes.
