asked the Secretary of State for Transport what plans he has to relieve congestion on the M25: and if he will make a statement.

Congestion has occurred mainly at peak times on the south-west section of M25. Following a study by Brian Colquhoun and Partners in the spring, we are already changing some of the road markings and signs to help traffic flow more smoothly at junctions. As I announced on 29 October, we have appointed L. G. Mouchel and Partners to develop a plan for carrying out the construction of a fourth lane between junctions 11 and 13, together with improvements to slip roads and strengthening of the hard shoulder. These were also recommended by Colquhouns.
