Mr. Radice

asked the Paymaster General what proportion of rate support grant funding transferred from local education authorities to the Manpower Services Commission for non-advanced further education in 1986–87 will not be reallocated directly to local education authorities.

Mr. Trippier

Of the £110 million being transferred to the Manpower Services Commission from rate support grant in 1986–87, £5 million will be held back to support change within the further education system.

Mr. Radice

asked the paymaster General which local education authorities will have non-advanced further education allocations in 1986–87 reduced by the Manpower Services Commission regional directors; and by what amounts.

asked the Paymaster General whether he will list in the Official Report for each local education authority in England (a) the sum received for technical and vocational education initiative projects, (b) the sum received for technical and vocational education initiative projects expressed as a percentage of the education budget, (c) the number of pupils engaged on technical and vocational education initiative projects, (d) the number of such pupils expressed as a percentage of the total in secondary education, (e) the number of secondary schools involved in technical and vocational education initiatives, (f) the percentage of secondary schools involved in technical and vocational education initiative, and (g) the percentage of pupils in participating schools engaged in technical and vocational education initiative projects in each case (i) during the pilot scheme and (ii) under the proposed expansion of the scheme.

[pursuant to his reply, 21 May 1986]: The table sets out the answers to the hon. Member's questions for each of the 60 local education authorities in England currently participating in the technical and vocational education initiative. With the exception of the first round projects which started in 1983 (asterisked in the table), participating projects have each been allocated up to a ceiling of £2 million spread over a period of six financial years to fund additional provision for four successive cohorts of about 250 pupils from 14 to 18 in a group of relevant institutions, both secondary schools and colleges. larger in relation to some local education authorities than others, given authorities' varying size. The figures also reflect the different stages that authorities have reached with their projects. Thus comparisons between authorities must be made with caution.

The information requested about the ratio of pupils involved in TVEI to the overall numbers of each of the 337 schools and 118 colleges participating could be obtained only at disproportionate cost.
