Mr. Wigley

asked the Secretary of State for Defence whether he will publish the terms of the agreement governing the use by the United States of America of conventional weapons based in the United Kingdom.

Mr. Stanley

I refer the hon. Member to the relevant section of the communiqué published on the conclusion of the talks between the then British Prime Minister (Mr. Churchill) and the United States President (Mr. Truman) in January 1952. The section reads as followsUnder arrangements made for the common defence, the United States has the use of certain bases in the United Kingdom. We reaffirm the understanding that the use of these bases in an emergency would be a matter for joint decision by Her Majesty's Government and the United States Government in the light of the circumstances prevailing at the time.
