asked the Secretary of State for Energy how much money he estimates might be saved in 1986 by local authorities implementing good energy efficiency practice; and what incentives are available to both them and ratepayers in this respect.

The Audit Commission has identified potential savings of at least £135 million a year through improved energy efficiency in local government buildings in England and Wales. These savings themselves are the incentive for the necessary measures to be taken.
