asked the Paymaster General what arrangement he is making for the payment by the Manpower Services Commission of arrears due to employers under the YTS trainee scheme following the liquidation of Keyboard as a managing agent.

Although the Manpower Services Commission has no legal obligation to pay the arrears due to employers who, as work experience providers, paid YTS trainees their allowances on behalf of Keyboard Productivity (Scotland) Limited, in the circumstances of the case, the commission will honour legitimate claims for such arrears.

For expenditure incurred on allowances up to and including 25 April 1986, work experience providers should submit their claims through the liquidator, Arthur Young and Company at George house, George square, Glasgow in the form that the liquidator prescribes. The liquidator will pass the claims to the commission.

For expenditure incurred on allowances on or after 26 April 1986, work experience providers should apply directly to the commission's local training division area office.
