§ Mr. TraceyWe are satisfied with the basic structure of responsibility for planning control under the planning Acts and do not consider that in most cases development control needs to be in the hands of my right hon. Friend rather than of the local planning authority. In so far as they are material to the particular case, the local planning authority must have regard in reaching its decisions to the planning policies of my right hon. Friend as expressed in circulars and other published statements, and to the provisions of the structure plan approved by him.
