§ Mr. Kenneth ClarkeThe group's report was submitted to my right hon. and noble Friend the Secretary of State for Employment, and my right hon. Friends the Secretaries of State for Education and Science and for Wales, and to the chairman of the Manpower Services Commission, on 23 April. The report is published today, and a copy has been placed in the Library of the House. We are most grateful to the chairman, Mr. H. G. de Ville, and the members of his group for the speed and thoroughness with which they have discharged their remit. We are now urgently considering their recommendations, and will announce our conclusions as soon as possible.
