§ Mr. Wyn RobertsGuidance on Welsh-medium provision is offered in "Welsh in Schools" published in 1981. Welsh Office circular 26/80 states that a change in the linguistic character of a maintained school would generally be regarded as significant. Where such a change was contemplated it would require publication of proposals under section 12 of the Education Act 1980 (section 13 in the case of a voluntary school).
