§ Mr. RentonReports of mistreatment, including those quoted in the Amnesty International report, have not been satisfactorily explained by the Bulgarian authorities. This is a matter of concern, which we have pointed out to the Bulgarian authorities, both bilaterally and in international fora. The issue was raised at CSCE meetings in Ottawa and Budapest in 1985, and has also been raised at the current meeting in Berne.
