Whether in their opinion the questions posed by Sir Geoffrey Howe in his address to the Royal United Services Institution in March 1985 concerning the US Strategic Defense Initiative and the role of nuclear weapons have, to the extent possible, been satisfactorily answered, and if so when and where.

As my right honourable and learned friend made clear in the speech itself, he did not expect the answers to the questions he raised to be either easy or quick. The questions remain an important contribution to the debate on strategic issues and they will continue to need to be addressed as the research programmes continue.
