§ Mr. Wheelerasked the Secretary of State for the Environment if, further to the hon. Member for Westminster, North's questions of 25 November 1985, Official Report, column 380 and 3 March 1986, Official Report, columns 32.3, he will report on the progress of his consultations with the local authorities and other interested bodies on the supply of heat to tenants from a communal system; and when he proposes to introduce regulations giving secure tenants who are supplied heat from a communal system a right to information about the cost of their heating.
