asked the Secretary of State for Transport if he will review his current policy on the provision of roadside litter bins at laybys in view of the evidence outlined in the 11th report of the Royal Commission on environmental pollution.

I have noted the comments contained in the commission's report. The evidence available to the Department shows that the removal of litter bins from trunk road laybys has reduced rubbish dumping at these sites. This suggests that a change in policy is not warranted. I shall continue to monitor the situation.
