asked the Secretary of State for Social Services how the figures on (i) sick and disabled and (ii) lone parents in table 10B in the technical annex which accompanied the Government's White Paper "Reform of Social Security", Cmnd. 9691, were arrived at; and whether the numbers in receipt of the long-term rate of benefit and additional requirements were taken into account.

Table 10B of the technical annex shows the effect that the illustrative rates of income support would have on claimants' underlying entitlement to benefit, after allowing for the minimum contribution to rates. It compares that with the latest information held on their receipt of supplementary benefit including the long-term rate of benefit and additional requirements. As explained in the technical annex this information is taken from a sample survey of claimants receiving regular weekly payments of supplementary benefit in a week in December 1983, adjusted to 1985 benefit rates and to allow for policy changes between 1983 and 1985. A further explanation of the data sources used, the assumptions applied and the illustrative rates of income support is given in pages 9 to 14 of the annex.
