asked the Secretary of State for the Home Department in which penal establishments pay telephones have so far been installed for prisoners' use; how many pay telephones have been installed in each establishment; and when pay telephones will be installed in other open establishments.

Pay telephones (using phonecards) are being introduced for the use of prisoners in open establishments. No such telephones have yet been installed; they should be installed in most open establishments by the end of April and as soon as practicable after that in other open establishments.
