Mr. Tony Banks

asked the Secretary of State for the Environment what arrangements he has made to facilitate surveys of the whole of London's housing stock after the abolition of the Greater London council.

Sir George Young

We undertook a comprehensive inquiry in 1985 into the condition of local authority housing stock. In 1986, we intend to fund a comprehensive English house condition survey and there will be a parallel and more detailed survey of the local authority stock.

asked the Secretary of State for the Environment what assessments of Greater London's housing requirements are currently in preparation by his Department.

Assessments of housing needs are prepared annually by London boroughs and discussed in detail with my Department as the basis for any housing investment programme allocations.

asked the Secretary of State for the Environment if he will list the local authorities he consulted over the terms of the order conferring on himself nomination rights to former Greater London council housing after 31 March.

All London boroughs plus: the City; those district councils which received GLC housing stock under the housing transfer orders; and those councils where the GLC is able to exercise nomination rights on housing stock under town development schemes.

asked the Secretary of State for the Environment if he will list those Greater London council housing responsibilies, functions and activities which his predecessor originally proposed should become the responsibility of the London boroughs and which will now be transferred to the London Residuary Body.

The ownership of Thamesmead estate will transfer to the LRB temporarily, but Thamesmead will shortly pass to Thamesmead Town Ltd. The GLC mortgage account will pass to the LRB, who will be expected to offer borrowers an opportunity to have their mortgage transferred to a private sector company. But no mortgage will be transferred without the consent of the borrower.
