asked the Secretary of State for Northern Ireland what measures he is taking for the administration of the city of Belfast following the decision by the courts that councillors acted illegally in delegating their function to the town clerk.

It is for the Belfast city council to consider the implications of the recent court decision. Should the actions of councillors threaten the discharge of statutory functions, the Government will take such measures as are appropriate.

My hon. Friend will note that the Department of the Environment has now approved estimates, authorised expenditure and made a district rate for Belfast for 1986–87 because of the council's failure to discharge these functions.
