asked Her Majesty's Government:

Whether they will ensure that water authorities notify local public health authorities before disconnecting supplies to non-paying customers in urban areas and particularly in buildings with more than one household.

Water undertakers are required by law to notify the local authority of any disconnection. I have no evidence to suggest that undertakers are not doing so.
