asked Her Majesty's Government:

What form of inquiry they propose to institute into the case heard at the Central Criminal Court on 21st February 1986 before Judge Lowry, when a father was convicted of offences against two daughters aged three and four respectively, who were on the "at risk" register maintained by the London borough of Tower Hamlets; and whether they propose to publish the result.

The London Borough of Tower Hamlets has already conducted a management review of its involvement with the family concerned. It is planning to discuss the case further with the other local agencies who were involved, and the department will follow up any implications rising from this for the improvement of practice locally.
