asked the Secretary of State for Transport if he proposes that Glasgow airport should be developed as a gateway airport.

No. The Government's policy, set out in the airports policy White Paper, published in June 1985 (Cmnd. 9542), is that Prestwick should serve the whole of Scotland as the Gateway international airport for long-haul (primarily transatlantic) services, but if Prestwick's financial results did not improve, the policy would be reviewed in 1989.
