Mr. Madden

asked the Secretary of State for Trade and Industry what are the main provisions of the negotiating mandate, in relation to the renewal of the multi-fibre arrangement, agreed by the EEC Council of Ministers meeting on 10 and 11 March; and if he will make a statement.

Mr. Sackville

asked the Secretary of State for Trade and Industry whether he will make a statement on the outcome of his discussions with European partners concerning a new multi-fibre arrangement.

The mandate contains much detail on the negotiating limits given to the Commission in relation to particular features of the negotiating line both on the proposed protocol on the proposed agreements with individual countries. For reasons the hon. Member will understand these have to remain confidential. I gave the hon. Member for Roxburgh and Berwickshire (Mr. Kirkwood) some information by written answer on 12 March and at this stage I cannot usefully add to this. I shall remain in close touch with the negotiations and maintain contact with the industries and other interested parties; I shall also inform the House of significant developments.
