§ The Prime MinisterThe 1984 Intergovernmental Agreement was concluded at the Foreign Affairs Council on 2 and 3 October 1984. The United Kingdom was represented by my right hon. and learned Friend the Secretary of State for Foreign and Commonwealth Affairs. In accordance with practice at such meetings the assent of the member states was not given by formal signature but by their acceptance of the undertaking during the meeting.
