asked the Secretary of State for the Environment when he will issue guidance on small firms and planning matters as promised in "Lifting the Burden".

My right hon. Friends the Secretaries of State for the Environment and for Wales will tomorrow publish a booklet, "Planning Permission for Small Businesses—A Step by Step Guide". The booklet provides a down-to-earth guide to the planning process, and will be distributed free of charge to those running—or proposing to set up—a small firm.
