asked the Secretary of State for Foreign and Commonwealth Affairs what aid previously provided has been cancelled, and in which countries, because of human rights violations since 1979.

Human rights considerations comprise one factor taken into account in deciding how bilateral aid funds should be allocated. Since 1979 we have provided no new aid to the Governments of Vietnam and Afghanistan because of human rights violations and other related issues. We have, however, continued to provide assistance to Afghan refugees through international and British voluntary agencies and through training in Britain, and we have contributed to United Nations programmes in support of Indo-Chinese refugees, including the civilian population of the Thai/Cambodian border who have fled from Vietnamese occupying forces.
