asked the Secretary of State for Transport what arrangements the Civil Aviation Authority has made for the implementation and enforcement of CAP 513, the criteria under which has extended range operations are to be assessed, for United Kingdom and foreign operators.

Civil aviation safety regulation is a matter for the Civil Aviation Authority. However, the authority has informed me that it has not received any application for extended range operations, but until the Air Navigation (General) Regulations are amended, it will regulate such operations by twin-engined aircraft through the machinery of the air operator's certificate. Operators of twin-engined aeroplanes whose certificates include geographical regions where extended range operations would be possible will have a condition inserted into the certificate prohibiting their operation of such aircraft over routes which include positions further than one hour flying time from a place where the aircraft can safely land. When the authority is satisfied that the criteria set out in CAP 513 can be met, the operator's certificate will be varied to permit extended range operations.
