asked the Secretary of State for the Environment if he will publish details of the current cost to local authorities of paying teachers' salaries; and what proportion in percentage terms this represents of the total sum collected in rates.

The estimated costs of paying teachers in England for 1985–86 are as follows, with the percentages which they represent of the total sum collected in rates:

The figures include London weighting, national insurance and superannuation and are based on local authority returns which relate to their 1985–86 budgets. The figures take account of the 1985–86 pay round.

The pay cost of these teachers represents 30 per cent. of total expenditure which is financed by rates and block grant.
