§ Mr. Teddy Taylorasked the Chancellor of the Exchequer why the budget for 1986 which was approved by the Council of Ministers was prepared using an assumption of an exchange rate of one dollar= 1.20 European currency units; who was responsible for making the assumption; if the assumption was discussed at the meeting of the Council; and what view Her Majesty's Government took of this assumption.
