§ The Prime MinisterWe do not regard the Karmal regime as a legitimate regime. It would not, therefore, be appropriate for Dr. Anahita Ratebzad, as a senior member of that regime, to visit this country. If the Karmal regime were sincere about peace it would open the way to progress in the United Nations negotiations by agreeing to the withdrawal of the 118,000 Soviet troops currently occupying Afghanistan.
