HC Deb 12 March 1986 vol 93 cc477-8W
Mr. Hume

asked the Secretary of State for Northern Ireland if he will make a statement detailing how the Department of Economic Development calculated its figures for the cost per job in (a) Enterprise Ulster and (b) Action for Community Employment.

Dr. Boyson

The gross cost per job in Action for Community Employment and Enterprise Ulster is calculated on the expenditure incurred in each programme by the Department of Economic Development.

Mr. Hume

asked the Secretary of State for Northern Ireland if he will make a statement detailing the recommendations in respect of Enterprise Ulster made in the report "Intervention Measures in the Labour Market—An Efficiency Scrutiny", published in January 1985 and outlining what consideration he has given to the content of this report.

Dr. Boyson

The relevant information is contained in pages 4 to 8 of the report, a copy of which will be placed in the Library.

The board of Enterprise Ulster has already implemented some of the report's recommendations, and those dealing with the relationship between Enterprise Ulster and the Action for Community Employment scheme are being taken into consideration in the present review of Enterprise Ulster.

Mr. Hume

asked the Secretary of State for Northern Ireland if he will make a statement detailing the findings and recommendations in respect of Enterprise Ulster contained in the Deloitte, Haskins and Sells study published by the Department of Economic Development, "Report on the Effectiveness and Value for Money of Enterprise Ulster", and outlining what consideration he has given to the content of this report.

Dr. Boyson

I am making arrangements for copies of the report on this study to be placed in the Library.

The recommendations in the report are being taken into consideration in determining the outcome of the present review of Enterprise Ulster.

Mr. Hume

asked the Secretary of State for Northern Ireland what representations he has received about Enterprise Ulster from the Confederation of British Industry, the Northern Committee of Irish Confederation of Trades Unions, and the Manpower Council; and if he will make a statement.

Dr. Boyson

So far I have only received representations from the Manpower Council and I will take into consideration their views and any others received from those organisations before making a decision on the future role of Enterprise Ulster.

Mr. Hume

asked the Secretary of State for Northern Ireland when he intends to make the order which would enable Enterprise Ulster to undertake new work after 1 April.

Dr. Boyson

I have no plans to legislate for Enterprise Ulster, pending the completion of the present review of the organisation. If the outcome of this review is a decision to extend the life of Enterprise Ulster, the order will be made as soon as possible.
