§ Mr. JoplingThe financial guideline agreed by the Council in its conclusions on budgetary discipline provides 257W that expenditure related to agricultural markets should grow by less than the rate of growth of the Community's own resources. In pursuit of this aim, I will continue to press in the Council of Agriculture Ministers for measures which will restrain the growth of expenditure, in particular rigorous constraint on prices.
