asked Her Majesty's Government:

Whether it is their intention that all existing obligations regarding the fluoridation of water supplies should pass from the water authorities to the new owners on privatisation.

Yes. Water authorities put fluoride into water supplies in accordance with written agreements with health authorities and under the terms of the Water (Fluoridation) Act 1985. Existing agreements will be taken over by WSPLCs and the Water (Fluoridation) Act will be applied to these companies.
