Sir John Farr

asked the Secretary of State for Trade and Industry if he is prepared to urge the introduction of a social clause into the multi-fibre arrangement bilateral agreements so as to ensure that the textile and clothing products imported into the United Kingdom are produced by workers who enjoy the protection of the minimum terms and conditions of employment laid down by the International Labour Organisation.

I see no need to strengthen the existing references to social development in the mulit-fibre arrangement.

asked the Secretary of State for Trade and Industry if he will make a statement on the decisions reached on the Community's multi-fibre arrangement negotiating mandate at the February meeting of the Council of Ministers.

The Council of Ministers reached decisions on some aspects of negotiating mandate but will not finalise its position until the Council on 10–11 March. The House will understand that the Community cannot announce its detailed negotiating objectives.
