asked the Secretary of State for Foreign and Commonwealth Affairs what steps he has taken to encourage the evaluation of the Krasnoyarsk radar system by the joint United States—Soviet standing consultative committee; and if he will make a statement.

We have made it clear that the siting and orientation of the large phased array radar under construction at Krasnoyarsk gives rise to serious questions in connection with obligations under the ABM treaty. The United Kingdom is not, however, a party to the treaty and does not participate in the Standing Consultative Commission, whose proceedings are confidential.
