§ Mrs. RumboldLocal authorities are already required to invite tenders for all major new construction work and most minor construction and maintenance works. The Government will extend compulsory competition to a wider range of local authority services as soon as a legislative opportunity becomes available. We also remain committed to providing stronger powers to prevent authorities from frustrating the intentions of the legislation.
