§ Sir George Young[pursuant to his answer, 27 February 1986, c. 678]: No. The Housing Defects Act imposes obligations on local authorities only in relation to private owners of defective PRC houses and these obligations have been taken into consideration in the distribution of housing investment programme allocations.
