HL Deb 03 March 1986 vol 472 cc75-6WA
Lord Dunleath

asked Her Majesty's Government:

Whether they can now state when building of the promised new library for Bangor, Co. Down, will commence and, if not, what is the reason for the delay.

The Parliamentary Under-Secretary of State, Northern Ireland Office (Lord Lyell)

It is not possible to state when the South-Eastern Education and Library Board will start this project.

As demand for new capital works invariably exceeds available resources it is initially for each education and library board to assess its own priorities. On the basis of these priorities and other competing capital and recurrent demands elsewhere in the education sector, the Department of Education determines a capital programme for education and related services throughout Northern Ireland. To date this scheme has not been accorded sufficient priority to be included in the capital programme.
