Mr. Wigley

asked the Secretary of State for Social Services (1) if he will, in preparing for the 1991 census, include questions concerning the ability to speak Welsh for persons resident in England;

(2) if he will make it his policy to include a question as to how many of the people in Wales understand, as opposed to speak or write, the Welsh language in the 1991 census; and if he will make a statement.

Mr. Whitney

No decisions have yet been taken concerning the questions to be included in the 1991 census, but in the course of the next two years the Office of Population Censuses and Surveys will be consulting users of census statistics and all requests will be carefully considered.
