§ Mr. NewtonGuidance to local office staff about references to headquarters under this provision is contained in circular S13/85, a copy of which is in the Library. For the reasons explained in my reply to the hon. Member on 12 February at columns488–89, written guidance is not appropriate to the exercise of the power itself.
