asked the Secretary of State for Defence if Her Majesty's Government have given permission to the United States of America to build a phased array radar at Fylingdales for early warning against ballistic missile attack; and if he will make a statement.

As I stated in my answer to my hon. Friend the Member for Scarborough (Sir M. Shaw) on 22 May 1986, at columns263–64, the Government have decided to proceed with a modernisation programme in co-operation with the United States Government. The modernised radar referred to will be a phased array radar.
